I think PsychoBirdGirl has hit the nail right on the head ...HARRY.
The Weasley family would have likely gotten tickets in any case in
return for Mr. Weasley helping Bagman, but they would have been
general tickets. It's Harry's presents that warrants the Top Box.
Remember at this time, Voldemort is not back and Harry isn't a lying
attention seeking maniac. He is still the darling of the wizard world,
and as such, it politically advantageous to be associated with the boy
who saved the wizard world.
Also note that Top Box tickets allow Harry to arrive the day of the
event. Were as 'cheap seats' would have required him to camp out, and
be exposed to wizards of all sort for a period of two weeks. That's
lot of exposure for someone the wizard world would like to keep safe.
In addition, I have always believe that at the highest levels of
government, it was known that Harry still had a critically important
role to play in future events. So, behind the scenes, the wizard world
in general, but more importantly, those 'in the know' are very
protective of Harry.
Emphasizing Harry's importance in the wizard world, I also believe
that is why the Ministry paid for Harry's room at the Leaky Cauldron
(PoA), provided Ministry cars for his transportaion (PoA), as well as
paid a small fortune for three taxis to take Harry and the Weasleys
from the Burrow to London (GoF).
Certainly, the average kid who's life is threatened doesn't get free
hotel and Ministry cars. or the personal attention of the Minister of
Magic himself. And, the Weasley couldn't under any circumstance afford
to hire three taxis for the roughly 140 mile one-way ride. (That
assumes the Burrow is in Devon; a common assumption, but not a stated
fact.)
In addition, no average wizard boy seems to get the level of
monitoring at home that Harry seems to get. Number 4 Privet Drive
seems to be very closely monitored.
So to Annelilucas' original questions, there is a one word answer; HARRY.
