Iggy here:

I think the answer is a bit more simple.

Dobby is a free Elf, therefore he HAS no master.  (Not even
Dumbledore... who is his employer, not Master.)  On the other hand,
Dobby still has a lot of the habits and such ingrained into him for many
years of service to a cruel master.

I think Harry gave him the orders, and Dobby accepted them, as a way
that Dobby could rationalize his way around his ingrained habits.

Just my two centaurs worth.
