In the Royal Albert Hall chat, JKR specifically refers to it as "the
death." Now, when answering questions about the books, JKR may evade,
avoid, sidestep, joke, respond with a question of her own...but she
doesn't lie. IMHO, if she calls it a death, that's exactly what it
is.

While I like Sirius and would rather have him alive, I am not going
to weigh in on whether he is alive or not, but I am going to ask a
question in regard to your statement that JKR doesn't lie and she
called it a death. Let's say that you are trying to convince readers
that someone is dead although you have other plans for his/her
character. Are you going to say...no their not dead...I just want
you to think that. There are other meanings to someone dying than
the literal meaning. It's just something to think about.
Now Entropy:
I agree completely! Sirius falling through the veil certainly makes
him "technically" dead. Notice he was not killed in a
straightforward, AK kind of way. This would allow JKR to truthfully
say that she killed off Sirius' character and was saddened by it.
Even if she knows that Sirius will return, she could be quite upset
by all of the sadness this will cause Harry in the meantime. I
wouldn't be one bit surprised that she "fudged" her comments a bit in
order to help us believe that the unimaginable has happened.
This series is based, in a BIG way, on the cycle of birth, death, and
rebirth. It has become a recurring theme throughout each of the
books. Fawkes burns and returns, Crouch Jr. was believed to be dead
and returned, Peter Pettigrew faked his death and returned and, of
course, Voldy was thought by many to be dead and has now returned. In
Harry's world, dead is most certainly NOT always dead!
