Great questions!
I must go back to that thread you mentioned on underage magic, thanks.
Here are my recollections of Harry's wandless magic:
There are the unconscious acts of magic from Harry's early life.
I.e. the plate glass at the Zoo; ending up on the roof of the school
when being chased, growing his hair back. There are probably others
I don't recall. These had three different reasons for the magic
response: anger (or at least annoyance), fear, and embarrassment.
I would agree with the others that the incidents with Vernon
strangling Harry and Quirell are a result of Lilly's protection. But
it is magical in nature.
When Marge is blown up (anger), the Ministry immediately recognized
it and counted it as a violation. Now Harry is enrolled in Hogwarts,
maybe this is a factor.
More questions: What exactly can the ministry detect? Is there any
logic or intuition used? And what constitutes a violation?
When Dobby is the source of magic in the Dursley kitchen, the
ministry simply says, magic was detected at that address. They could
not tell who performed it?
I also wonder about those born to muggle parents, like Hermione.
What happens when they display magical tendencies? But that leads to
more questions of WW relations with muggle parents and their
introduction to the WW, Hogwarts, etc
