There was a thread on the Podmore connection recently, which you can
probably find if you have the time and patience to work with our
accursed search engine. Unfortunatley, the discussion wasn't very
conclusive. It seems to me unlikely, though, that the repeated name
Podmore is mere coincidence. There must be a connection. Sir Patrick,
if it matters, is not a Hogwarts ghost. He and his Headless Hunt Club
are merely guests at Sir Nick's 500th (or 400th) Death Day party
(depending whether we accept 1492 or 1592 as the death date).

I can at least confirm for you that all of the ghosts are former
wizards. NHN says near the end of OoP that only wizards (including
witches) can become ghosts. It's likely that the subjects of the
portraits are also former wizards (or witches), but we don't know that
for sure.
