Is it worse for Harry or Dudley at 4 Privet?

The only reference I can find in a quick look is...

"Harry didn't look it but he was very fast.
Perhaps it had something to do with lvinig in a dark cupboard but 
Harry had always been small and skinny for his age."

This woudl imply that he has been living in thecupboard for some time 
but not necesarily right from being a baby.

I think I would buy into the theory that the Dursleys began to 
isolate him when he began to show signs of "oddity" or came into 
conflict with Dudley over needs.
