As freedom for a house elf appears to be something of a great shame 
to most, like Winky, perhaps the House Elf Relocation Unit only 
assists house elves who need to be assigned to new houses/owners. 
Afterall, as Winky and Dobby found out, very few people would be 
willing to PAY a house elf. I'm not sure what happens when the 
family a house elf serves dies out. We may find out with Kreacher, 
but I think as long as the house is in existance, and as long as the 
house is inherited by wizards, the elf could stay. Kreacher was at 
Grimmauld Place for several year between Mrs. Black's death and 
Sirius's return. But in the rare instance when both the owners die 
and the house is lost, what is a house elf to do? Are they 
automatically freed? Probably not, as many would feel very offended, 
and upset by both the death of their master and their new freedom. 
Example: IF the Potters had a house elf (keeping in mind James was 
from a wealthy, pureblood family and appeared to be the last of his 
line, except Harry), what would have happened to it after the 
Potters died? (This may be some of the grounds for the theory some 
people have that Dobby belonged to the Potters before he belonged to 
the Malfoys.)
