I guess I assumed the entire UK (England, Ireland, Scotland, and
Wales)  were represented by the Fudge as Minister of Magic.  I got
that impression from the fact that Seamus' mother reads the Daily
Prophet, and Prof. McGonagall is obviously governed by them.
