Two points.

(1) Judging by Molly Weasley's letter, it would appear that, strictly 
speaking, /Britain/ is hosting... 

'I do hope you will allow us to take Harry to the match as this 
really is a once-in-a-lifetime opportunity; Britain hasn't hosted the 
Cup for thirty years and tickets are extremely hard to come by.'

(2) I haven't found any canon to support the view that the Final is 
being held in Scotland. Anyone like to show me otherwise? I am 
prepared to stand corrected if necessary :-(
