Maybe it's because I love Dumbledore and Snape, but I've never 
thought Dumbledore and JKR were in disagreemen. I 
believe D. is quite aware of Snape's character but still trusts him 
for some unknown reason. Snape may not be the nicest person in the 
world but that doesn't make him evil.

This interview might help:

SF: And now when you do, when you go to a bookshop to do a signing, 
um, people dress up don't they.

JKR: They do dress up. The best one I ever saw was the one woman in 
America who dressed up as the Fat Lady in a pink dress and she'd 
hung a picture frame around herself

SF: No!

JKR: Yes, she was fabulous

JKR: And you get, so, in particular in America where they're very 
much more perhaps theatrical than we are they, you get boys dressed 
as Harry Potter and girls dressed as Hermione.

JKR: Many boys dressed as Harry, yes and lately I've noticed people 
like dressing up as Draco a lot more, which I'm finding a little bit 
worrying. I think you're all getting far too fond of Draco

SF: Where as most of the character, like Snape for example, are very 
hard to love but there's a sort of ambiguity I think is probably the 
best word you can't quite decide, there's something rather sad about 
Snape as well, something very lonely and you kind of, although he 
turns out to of course have such a wicked past and it's fascinating 
to watch how he you know, in the first book we thought he was the 
evil one and a aprt form Voldemort the most evil and in the second 
we thought that and slowly we just get this idea that maybe he's not 
so bad after all.

JKR: Yeees. You shouldn't think he's too nice, let me just say that.

SF: Right I shall bear that in mind. Worth watching Serverus Snape

JKR: He's worth keeping and eye on, definitely
