Bellatrix's 'French' accent on the Audio tape/cd

I understand that Jim Dale gives Bellatrix Lestrange a French accent 
on the Audio recordings in America.  Can any one help with the 
following questions:

Does Jim Dale give Bellatirx a French accent in GoF, before we knew 
she was Bellatrix Black?  Or just in OotP?  

What accent does Stephen Fry give Bellatrix in the UK versions of the 
audio recordings?

And why do you think the choice of a French accent be made?  If Jim 
made the acting choice to give her a French accent based on her last 
name being Lestrange, don't you think that he and his producers would 
have read the whole book first, and found out that was a married name 
and she was actually a Black sister?  Or maybe they have inside 
knowledge from JKR about the origins of Bellatrix's side of the Black 
family.  

Of course if Bellatrix is French, so are Narcissa and Andromeda, 
which is possible. So. I wonder what could have brought the family 
over to England in time for all three the girls to attend Hogwarts? 
Hogwarts itself, or Magical Britains tendency to breed diabolical 
Evil Overlords which might appeal to a pureblooded family looking for 
a magically pure country to raise their daughters? Or some other idea?
