Owls on Privet Drive

Did anyone notice in the beginning of OTP Petunia said something to Harry
when they caught him under the window about all the Owls being there to give
him news. I do not remember the quote but he said it pained him to admit
that the owls were not there for him because he had not gotten any
news......then WHY were they there? I do not remember anything else being
said as to why there were so many owls present.
