I don't think it's fear.  I think somehow Snape is mixed up in the 
Potters demise and his punishment is that he'll never get to be the 
DADA teacher.  It's not so much fear as, Dumbledore knows the truth. 
Snape may have come in out of the cold a bit too late, or because of 
the Potters deaths.
