This leads me to believe that Seamus's dad had no idea his wife was a 
witch.  She either denied her heritage, or "squashed" it, but she had 
not openly used magic for at least 11 or 12 years."

Your line from Seamus is directly from the movie.  In the book he says, "I'm half and half," said Seamus. "Me dad's a Muggle.  Mam didn't tell him she was a witch 'til after they were married.  Bit of a nasty shock for him."  It doesn't indicate that she didn't openly use magic for 11 or 12 years, just for whatever time they were dating until after they were married.  She could have told him on their honeymoon.
