I was looking through Rowling's site and she says that this cousin and his  
(Muggle) wife had "rather inconveniently produced a witch"

If the cousin were a wizard then he had to have known there was a good chance 
of having a magical child.  If he were a squib, he could have believably 
thought his odds of fathering a witch or wizard would have been much lower.
