I disagree that the Headmaster portraits can be "controlled' by DD that way.
When DD returns to the Hogwarts at the end of OoP, the sentence used to
describe how is received by the portraits is not *all*  of the portraits
received him warmly, instead the sentence reads "most" of them did. There
may be Headmaster portraits who do not agree with DD as a Headmaster - we
don't know, but you can speculate as you like to the word "most."
