I agree. Character interaction is the essence of the book. And 
straight evil characters are by definition pretty one dimensional. 
That is why the duplicitous Snape is so much more fun and interesting 
to read about.

   I get tired of the first glimpse of the Head Evil Guy of any story 
and he is killing or harming one of his own henchmen. But how much 
more do we need to know about Voldy than he is evil and dangerous 
especially to HP?
