I don't ever remember reading any conversation between Fudge and
Dumbledore regarding Harry's scar.

I read through that article quite carefully, before I posted my question, and I can't see anything in there that would refer to a curse scar acting as an alarm bell.  DD does trust Fudge, at least to some degree, until the end of GoF.  It was Fudge, after all, who met Harry at the Leaky Cauldron, not DD.
