Why Was Hagrid Left Out of the Order?

We know for a fact that Hagrid was in the Order first time around, 
he is in the picture which Moody shows Harry.  And of course he 
couldn't be at meetings while he was off giant-hunting.  I think 
there's no way he DOESN'T belong to the order.
