Hi,
  There has been a lot of talk about a person who develops magic late 
in life. Did JKR say something about this that led to the rise of the 
discussion? I don't know about that so please help me with that.
 Anyway I have a theory about it. I think the person who'll develop 
magic late in life is Filch. He is a squib, he hates students, he was 
happy under Umbridge and he is desperate for acquiring magic. So he 
has enough motivation. I think Voldy or somebody under his directions 
will tempt Filch with magic in return for some fifth column work on 
Harry. Well, how's the theory?
