Muggles borns can be DEs!

Having read the transcript from Edinburgh, apart from the obvious two 
questions which JKR poses for us, there was something else which 
caught my eye.

In the question about Snape being a pure-blood (near the end) she 
says: 'Muggle-borns are not allowed to be DEs EXCEPT IN RARE 
CIRCUMSTANCES.' (my capitals)  Hmmm, so who is the muggle-born DE???

Saraquel - who will ponder that one at work if she has a minute, 
because she doesn't have time now if she's to get there on time.
