Great job with the research, but I suspect that McLagan likely won't be 
a major character. To me it sounds as though she heard the name, liked 
it, and decided to write in a minor character or perhaps just a random 
name (maybe a new 1st year during the Sorting Ceremony?). I really 
don't think there's any significance to that name in terms of the 
storyline at all.

I wouldn't put it past her though to change the name of an, as yet, 
unknown major character if McLagan fits better than the previous name.
