I believe that *is* what she meant - that Voldemort is not capable of 
caring for anyone, nor has he ever cared for anyone.  JKR says "If he 
had, he couldn't possibly be what he is".  Since I am the one who 
brought up the subject of young children who do not bond with others, 
maybe I should go one step further and say that that is most likely 
what happened to Tom Riddle.  He is what was once called 
a "psychopath".  Someone who has no soul, but can be very charming 
and persuasive.  Most people do not see the evil side.  Has anyone 
seen the movie, "The Bad Seed"?  

Tom Riddle had serious bonding issues.  Maybe because JKR is an 
advocate for abused children she is familiar with this sort of 
thing.  Just guessing.
