Yes and no.
He can be held accountable for not respecting the *law* of his
country, but not for not believing in the same right and wrong as most
other people do.

For example, he can be judged for killing Muggles, because this is
forbidden by law. But he cannot be judged for *believing* that Muggles
should all be killed.

Exactly !! Tom has got it completely backwards, so how can we expect
him to go forward ? From his point of view, we're asking him to go
backwards, which of course doesn't make any sense.
