I also like the idea of Fred and George named (sort of) after their 
OotP uncles, killed in the line of duty.  Maybe they were born soon 
after their murders...
I do think however that they are Molly's  and Arthur's natural 
children.  In GoF Ch5 Harry notes "Charlie was built like the twins, 
shorter and stockier than Percy and Ron, who were both long and 
lanky."  Not definitive but points to their being brothers.
