Well, yes, WE know that but presumably Voldemort could believe
otherwise.  He's been wrong about things before.  The HBP is a
legend, not a person.  Voldemort thinks (THINKS) the legend applies
to GG's descendents, just like the whole Heir of Slytherin riff
applied to the last descendent of Salazar Slytherin.  

Voldemort lives partly in a world of myth and dreams that are very
real to him but not to everyone else.
