Maybe it's because they share their mothers' blood,
Harry's protection is in Lily's blood, a blood Petunia
also has and therefore Dudley, Vernon on the other hand
doesn't have this blood, so he can't harm Harry, well,
at least not physically.

I think both of Neville parents were Aurors, DD
mentions it he says something like this "Frank and
Alice Longbottoms were aurors, they were captured
after LV fell, when everyone felt safe".
