Fourth: We don't know if a person Apparating can bring another person
who can't Apparate with him.

Fifth: Hagrid hadn't been cleared from the whole Chamber of Secrets
business at the time, he had been expelled from Hogwarts, and his wand
had been snapped. Perhaps that didn't keep him from doing magic, but
try getting a license with those credentials.
