I didn't mean to suggest that they should pay taxes in both the WW and
MW.  Ooof, I know I'd hate that.  I just meant that there is no
evidence to Muggles of what wizarding folk do, so it probably looks
like they are falling through the cracks in the RW.  And, if you think
they actually are falling through the cracks then that perception is
correct, in a way.
