Your conclusion is one possible interpretation of Lupin's statement,
but another possible interpretation is that even if a werewolf bites
an animal, this animal doesn't become a werewolf. This sounds to me
more probable.
I mean, have you ever heard about a dog werewolf or a rat werewolf?
Speaking OT, this reminds me that there's a story by Le-Guin about a
young she-wolf who is happily married to this handsome wolf and they
have cubs and everything, and then she finds out that in moonless
nights he turns into a HUMAN.
