Actually, the reference is in GoF - someone tells Harry that the Misuse of 
Muggle Artifacts office consists of Mr. Weasley and "an old warlock".  (IIRC, 
it's at the QWC, but as I don't have the book to hand, I won't swear to that.  
It's in the pre-Hogwarts section, anyway.)
