That's almost certainly the case for the plot, but not necessarily 
for themes.

For example, the information that Stan Shunpike would have received 
an invitation to Hogwarts probably is of no consequence to the 
outcome of the manoeuvres against Voldemort, but it is relevant for 
those who wonder about the nature of class and justice in wizarding 
society.
