I think you have to be 17 to start apparation lessons, so she should
not be able to. For instance, Cedric Diggory could not apparate in GoF
but was already 17 by Oct. 31 (or he could nor have been able to put
in his name into the goblet), so his birthday must have been sometime
between Sept. and Oct. but he could not yet apparate.

Perhaps British people could answer this question better - this may be
the same rules as those for driving in the U.K. Anyone can answer that?
