IMO, no, for the same reason that muggle "bugging' equipment wouldn't 
work.

The camera worked off magic, but it was an entity unto itself.  A 
cell phone has to be able to relay and receive signals between itself 
and a satellite.  Also, consider the timing:  cell-phones were a lot 
less common, and much bulkier, in 1995.  And few, if any, would have 
had text-messaging.  

I hope that the Order has a more reliable, more magical form anyway.  
I am sure it is as fast as it needs to be.  I would even dare hope 
for some form of telecommunication.
