Very simple solution. The parents only have to say
they are homeschooling and file the paperwork with the
school system. I'm not sure about England, but in
America it could be as simple as printing up a
curriculum and presenting it to the school board.
This way the student is legally recieving an education
and Hogworts is still hidden.
Of course Hogwarts might also present themselves as
another private school to a board of education.
