Eloise:
It certainly would. But as you point out they would be *untrained* 
and wouldn't be in possession either of wands or of the knowledge 
they needed to use their powers properly.

Perhaps memory modification is all that's required: the number of 
muggle born witches and wizards appears very small in proportion to 
the general population, so perhaps the natural but untrained witches 
and wizards are the psychics and people with odd abilities like ESP 
and psychokinesis. Maybe they're even some of the magicians and 
illusionists we believe to be practising trickery.
