Sirius said in OoP, that Dumbledore was the secret keeper for the  order,
and that's why he had to write the location for it.  The  information can be 
passed
on ONLY by the secret keeper, otherwise Moody, Tonks, Lupin or any of the 
other's in Harry's guard could have simply told him it's location once they  
arived.
