I think that this was the point being illustrated: that Harry had a
little cupboard, or closet, and Dudley had not one, but two bedrooms
full of his junk. It illustrates the difference in how they were
treated.
Also, Harry was never, IIRC, dissatisfied with his cupboard. He
seems, IMO, to just be happy to have a sanctuary to go to. He's made
it his safe place. The Dursley's don't move him until they know that
the WW (DD) knows that he doesn't have a proper bedroom.
At least he didn't have to share a room with Dudley!
