We get the answer indirectly from Fudge. The only ones who 
were named were those who had already been tried. 
Presumably they can't be tried again for the same crimes. But 
letting the others know who they are might make it harder for 
them to deny their master next time, which to Voldemort's twisted 
way of thinking, is good.
