I agree with you Tammy!  After all the whole reason Dumbledore didn't  pick 
him as a 
prefect was because he all ready had so much to deal with.  Maybe it's  just 
me, but 
I think the explanation for Harry's early removal from Privet drive, is  
pretty simple. The Weasley's already told him they were going to get him away  
from there as soon as they could.  So I assume they are all just making  good on 
their promises.  It could also have
something to do with the O.W.L.'s they are supposed to come out in July, so  
maybe 
they come to get him in order to celebrate.
