Carol:
Maybe JKR felt that's she'd used that plot device so often that we'd
solve the mystery halfway through the book if she used it again.
Possibly she wants to take the books in a new direction now, with new
kinds of surprises in each one. In this case, the big revelation--or
big shock if she hadn't prepared us for it--would have been the death
of Sirius, which would have made any revelation of a seemingly good
bad guy anticlimactic.
