Given that many qualified wizards have trouble with it, and it
projects "hope, happiness, & the desire to survive" - 3 things I
don't see Snape as being good at, I doubt he could cast a Patronus.
I also doubt someone heavily into the dark arts would be able to 
cast it, but don't really have canon for that...
