Tanya now.

I was reading the relevant chapters in OOTP today.  Now, Harry's OWL 
exams.  Professor McGonagall actually oversaw the Charms theory 
exam.  However the Wizarding authority personnel oversaw and tested the 
practical exams.  Not the theory ones. So as to the question first 
up.  Flitwick could easily have been a teacher, but not in the subject he 
oversaw for the exam.  It would of been different if he had been part of 
the testing for the practical exam(s)
