Here, to "fudge" something means to make it up a bit. It's a school term, somewhere between outright cheating and copying. For example, you might fudge an answer a little to make it look better.
I've always thought that name was very appropriate for the MOM. He's worried about his popularity, but not as much about the real work he does. He asks DD for advice, but only takes it if it makes him look competent. He avoids making any tough decisions. In other words, he fudges everything.
