Another thought - we've seen in PoA that Snape's fire is connected to the 
Floo Network (even if only an internal one).  Perhaps he doesn't keep a fire in 
there on a routine basis, to forestall unwelcome intrusions?  ("Sybill, what in 
the Nine Realms are YOU doing here in THAT????" <g>)
