Was Quirrell really a willing participant or struggling against Voldemort ?

I think poor Quirrell was a dupe who was "seduced by the dark side". 
I think by SS/PS, he is a full-fledged member of Crew Voldy.

Constance:

I think he was afraid of being punished. He resisted the assault of 
the unicorns because of his training that said that unicorns were 
pure and innocent, and also because he knew that drinking of 
unicorn's blood leaves one cursed. I imagine that he was punished 
severely for failing to get the stone in Gringotts and was sobbing 
because of his choice - suffer more punishment or get the unicorn's 
curse. But I think he was fully brainwashed into the Dark at that 
time. Until, of course, Voldy left him, he turned back to the Good 
Side, exited through the Lake portal and returned to Durmstrang, 
which, goldurn it, is in Scandinavia! For more information, see my
