Since Wormtail is an animagus and can cast an AK (he kills Cedric on
Voldemort's orders), not to mention blowing off his own finger and
killing thirteen Muggles in a way that makes it look as if Sirius has
killed *him*, I wouldn't call him inadequate as a wizard. As a friend
or a person, though, he's somewhat lacking. :-)
