Still the question of off-campus magic is a good one.  Why do we so 
often hear of other students doing magic, but if Harry does anything 
the wall come crashing down.  It seems that it's not students in 
general that are not allowed to do magic out of school.  It's Harry 
in particular.  Harry is the bomb.
