There was this discussion on list before, and while I can't quote the exact 
message I do recall the gist of it.

The law preventing underage magic is called "The *Reasonably* Restriction on 
Underaged Magic" (emphasis mine)

So the school or the ministry most likely sends home permission slips for the 
students, or asks the parents if they want magic performed infront of them.  
Petunia at that age wouldn't have a say in it.

Or, more disturbingly, they have a way to measure the "magiphobia" or 
"Muggleness" of people.  (They have a quill to write down all magically born 
children, after all.)  In which case they might very well know, (or not know but be on 
file) that Harry is in abusive, or high risk enviroment.
