Why would they not have access to the book?  Especially as DD is the 
head of the Wizengamot as well as being the Headmaster of Hogwarts.  
It would seem that even if the communication between the two 
departments is bad, that DD himself would know. 

Of course he could be lying, and I don't trust DD further than I 
could throw him. Could he be keeping Mark a secret?  Could JKR be 
feeding us a big RedHearing?  ;-)
